As we pray today for this fine man, MLA Wayne Balcaen, we are encouraged by skills and experience that You have given him and insight into law enforcement as a former police officer. We pray for his wife and grandchildren. As he serves in the legislature, and his desire to make his home community (the Wheat City) a better community we ask for Your blessing upon him. Decisions that are made today in Caucus and interaction with the government be with grace. We ask this in the name of Your Son Jesus, Amen.
Wayne was born in Winnipeg, Manitoba, and moved to Soest, Germany, when he was 6 weeks old. There he joined his father, a member of the Canadian Military who was serving a 3-year overseas tour, and the rest of his family. Upon completing this tour, they returned to Shilo and eventually he moved to Brandon at age 5, making Brandon home base since that time. Chief Balcaen joined the Brandon Police Service in October 1990 and has spent the past 32 years in various areas of the Police Service, including patrol division, detectives, drug enforcement, community policing, support services, and the last 8 years in the administration. Wayne was appointed as the Police Service’s 19th Chief of Police on October 30th, 2017. He is a graduate of the Police Leadership and Management Program through the Saskatchewan Police College and of the Executive Development in Policing through the Canadian Police College. Wayne is an active member of the Brandon community, sitting on a number of boards and committees. He is married to wife Sharlene and together they have two adult children and 4 granddaughters, all of whom make their home in Brandon.
